Summary
On May 17th, 2012, at approximately 7:05am, the Director received a referral from the Chief of the Truro Police Service (“TPS”). Approximately 20minutes earlier, a TPS member (“Officer 1”) had shot a person involved in a home invasion. The incident occurred in the backyard of a residence located on Lyman Street in Truro, Nova Scotia. That building contained three apartments. The incident involved apartment #1. For the purposes of this SiRT investigation, Officer 1is the “subject officer”, as defined in subsection 2(1) of the Serious Inc ident Response Team Regulations made under the Police Act. At 6:38am the TPS received a call via 911from a male resident (“V1”) of apartment #1. He indicated two men had broken into his apartment. Although he was hiding upstairs in his bedroom, he could hear the assailants yelling at his roommate (“V2”) downstairs. He believed the responsible parties had a weapon.
