Suicide After 15-Hour Police Negotiation

Summary
On Wednesday October 16, 2013, at approximately 6p.m., the affected person (AP), a 49 -year old-man, took his own life, using a firearm, while seated in a small truck parked near the shoreline in Portapique, Nova Scotia. The Royal Canadian Mounted Police (RCMP) had been speaking by phone with AP for many hours attempting to negotiate his peaceful surrender. As a result of the police involvement, in accordance with the provisions of the Police Act, the RCMP contacted SiRT at 6:18p.m. SiRT commenced its investigation at that time, and that evening the Director and two investigators attended the scene. SiRT’s investigation was completed on February 7, 2014. Eight witness officers from the RCMP were interviewed. No civilian witnesses were interviewed. SiRT also obtained and reviewed notes and reports received from those witness officers, the Medical Examiner ’s certificate of death, and copies of relevant text messages from AP’s phone.
