Summary
On June 26, 2025, RCMP in Cole Harbour responded to a 911 call of a possible domestic disturbance. Police were aware of previous domestic disturbance calls to this residence involving the Affected Person (AP) and the homeowner, the Civilian Witness (CW). The AP was known to police. He had three outstanding arrest warrants and had been deemed a flight risk. When police arrived, they located a male in a detached garage. He provided a false name. The CW eventually identified the male as the AP and asked that he be removed from the property. Police notified the AP he was under arrest and asked him to open the door. He refused, and police opened the door with force. The AP resisted arrest and the Subject Officer (SO) brought the AP to the ground. Multiple officers struggled to restrain him in handcuffs. When the SO took the AP to the ground, his elbow came in contact with the cement floor. He sustained a fractured elbow. The entire incident was captured on body-worn camera footage, which was provided to SiRT.
