Summary
On the July 29, 2022, SiRT was contacted by the RCMP “J” Division, who reported an allegation of assault on an Affected Person (AP) by a Codiac RCMP officer, the Subject Officer (SO). The incident is alleged to have occurred on June 29, 2022. An investigation began that day and concluded on November 7, 2022. Information obtained during the investigation included, but was not limited to, a statement from the AP, a statement from a civilian witness, the involvement of various members of the RCMP, video evidence, medical reports, and a Use of Force Report. On March 9, 2023, a charge of assault causing bodily harm was laid against Cst. Billy Parent- Roy. Cst. Parent-Roy is scheduled to appear at the Moncton Law Courts on May 25, 2023. Relevant legal issue: An assault is committed whenever a person intentionally applies force against another person without their consent.
