Summary
SiRT began its investigation at about 10:00pm on October 7, 2019, upon receiving a referral from the Royal Canadian Mounted Police – Halifax District (RCMP – HD). The referral was in relation to the actions during that afternoon and evening of Cst. Jeffrey LeBlanc, an off -duty member of the Halifax Regional Police (HRP). SiRT concluded its investigation on November 29, 2019. On October 7, 2019RCMP – HD received a call for assistance from a female adult in a Halifax suburb concerning a threatening telephone call by an adult male. The male caller was Cst. LeBlanc, who was known to the complainant. In responding to the call, RCMP- HD came to believe that the actions of Cst. LeBlanc were criminal in nature and contacted SiRT. During its investigation, SiRT reviewed statements from the complainant, two other civilians and a number of police officers. Other evidence relevant to the matter was collected.
