Summary
On March 28, 2026, police from both the Halifax Regional Police (HRP) and the RCMP responded to separate calls related to a group of four adults, including an adult male (the Affected Party/AP) whose vehicle had run out of gas. At approximately 11:23pm, two RCMP officers responded and located a vehicle and occupants on the side of Highway # 103 in Upper Tantallon. One of the officers drove the AP to a nearby gas station to fill up a gas can. The officer left the AP at the gas station to respond to an urgent call.
Shortly thereafter, the AP departed the gas station on foot. He was observed on Highway # 103 near Exit #5 by civilians who were driving on the highway. One civilian captured the incident on their vehicle dash cam. Around the same time, an off-duty member of the Bridgewater Police Service was traveling in her personal vehicle (the Subject Officer/SO). As she entered the highway from the on ramp at Exit #5, the AP quickly stepped into the roadway and was struck by the SO’s vehicle. RCMP and EHS responded, and the AP was pronounced deceased at the scene.
The off-duty Bridgewater Police officer was designated a Subject Officer. None of the RCMP officers who interacted with the AP were deemed to be Subject Officers in this file. The investigation examined the facts and evidence related to their involvement in making that determination.
